Cash transfers, climatic shocks and resilience in the Sahel

Policy makers search for strategies to promote resilience and mitigate the effects of future climatic shocks. In this paper, we assess whether small regular cash transfers strengthen poor households' ability welfare drought We analyze mechanisms through which contribute resilience, including savings, asset accumulation as well income smoothing in agriculture off-farm activities. combine household survey data collected part a randomized control trial rural Niger with satellite used identify exogenous rainfall The results show that increase consumption by about 10 percent on average. Importantly, is mostly concentrated among households affected shocks, whom impacts are larger than transfer amounts due enhanced protect earnings businesses when shocks occur. suggest multi-year programs can foster households’ facilitating savings smoothing.
